Spotted Dick?

The flood of 2006 in Conklin (and numerous other places here in NY) left quite a mess around town. My mother lives down there still, but it took a lot of work to fix her house up. The neighbors on the other hand did very little cleanup. This is what my mother and wife spotted while walking past one of these vacant homes.
